Independent Parliamentary Standards Authority, which controls parliamentary expenses, is to issue credit cards to MPs that can be used to pay tax and bills at their second homes as well as travel expenses. The move raises the prospect of MPs' entire £15,050 second home allowance being payable by the House of Commons credit card.
